Media Advisory: Regent institutions to release budget impact statements
DES MOINES, Iowa -- The five Regent institutions -- the University of Iowa, Iowa State University, the University of Northern Iowa, the Iowa School for the Deaf, and the Iowa Braille and Sight Saving School -- will be releasing statements today on impacts they anticipate in the coming school year on their operations, based on appropriation reductions already passed by the legislature and signed into law for the fiscal year beginning July 1, 2002. The Board of Regents will receive and discuss details of preliminary operating budgets for the institutions at its June meeting in Ames.
Iowa's public universities have already experienced reductions of over $81 million since the end of the 2001 fiscal year last June. This reduction equates to approximately a 12% decrease -- or nearly equal to the entire annual state appropriation for the University of Northern Iowa. The appropriations for the coming year cut approximately 4% deeper on general university funding as well as underfunds, by several million dollars, the amount needed to pay salary and benefit cost increases already mandated for next year.
Although today's statements will be based on the FY 2003 appropriations already enacted, recent proposals by legislative leaders for the upcoming special session further dramatically reduce the FY 2003 budgets for economic development programs and eliminate most of the funding for salaries and benefits adjustments. There is no doubt that the impact of these new proposals would be extremely negative and would result in additional harmful impacts beyond the specifics to be discussed today. Further analysis on the additional impacts of the legislative proposals is underway at this time.
The planned schedule for today's announcements is as follows:
9 a.m. -- Statement release and press conference at the University of Northern Iowa with President Robert Koob.
11 a.m. -- Statement release from the Iowa School for the Deaf and the Iowa Braille and Sight Saving School.
1 p.m. -- Statement release from Iowa State University.
3 p.m. -- Statement release from the University of Iowa.
