National labor agency chair lectures Oct. 9 at UI
IOWA CITY, Iowa -- The chair of the National Labor Relations Board (NLRB)
will discuss "Workers, Unions and Labor Law" during a public
lecture at 8 p.m. Thursday, Oct. 9 in Shambaugh Auditorium at the University
William B. Gould IV, who oversees the five-person board charged by Congress
to administer federal laws that guarantee the right of employees to organize
and to bargain collectively with their private-sector employers, is the
keynote speaker for a two-day, labor-law workshop sponsored by the UI Labor
The lecture, which is free and open to the public, is co-sponsored by
the UI Lecture Committee. There will also be a public reception for Gould
at 7 p.m. in the lobby of the Becker Communications Studies Building.
Gould began a four-year appointment as chair of the NLRB on March 7,
1994. Before that, he was the Charles A. Beardsley Professor of Law at
Stanford University, where he has taught since 1972.
Since 1965, Gould has arbitrated and mediated more than 200 labor disputes,
including a wage dispute in 1989 between the Detroit Federation of Teachers
and the Board of Education, and salary disputes in 1992 and 1993 between
the Major League Baseball Players Association and the Major League Baseball
Player Relations Committee.
From 1993 to 1994, he served on the Commission on the Future of Worker
- Management Relations established by the Clinton Administration.
Gould has written extensively on labor law, dispute procedures and arbitration.
His most recent book, on national labor policy, is "Agenda for Reform:
The Future of Employment Relationships and the Law" (MIT Press, 1993).
He holds a bachelor's degree from the University of Rhode Island and
a law degree from Cornell Law School.
As part of his visit to the UI, Gould will be participating in a two-day
workshop for union members, "Labor Law: Review and Update," Thursday,
Oct. 9 and Friday, Oct. 10 at the Iowa Memorial Union. He will lead two
sessions as well as present the keynote talk.
Gould also will discuss issues in labor law with students from 8:30
a.m. to 9:30 a.m. during a session known as "Chat with the Chair"
in River Room I of the Iowa Memorial Union. The workshop and the "Chat
with the Chair" session requires advanced registration.
